The tension rod is used to fasten the hoop to the shell as its primary purpose. It's secondary purpose is to allow tuning of the head by applying or removing tension in an upward / downward movement which allows the head tension to change, thus allowing pitch changes.
The alias "Lug" has also been used by drummers to reference a Tension Rod.
