I have this problem when switching from my High Hat to my Double Bass Pedal. every time i go back on the 8th on the double bass pedal its like i push down on the pedal as its recoiling back towards the bass drum and the attack is much much weaker. how tight must the springs be for something like that?

Hi.
Ok, well the tension of the bass pedal springs is a personal thing, but I figure that the best way to gauge how much is needed is by the spring tension of your main pedal. I try to match every aspect of my left slave pedal to my right main pedal. From beater height, spring tension and the way I sit at the kit and lift my legs, I want to maintain as even a feel and sound as possible.
On some Hihat stands foot board doesn't line up with the bass drum foot board and this might also be causing a problem. Some stands can be adjusted and some the only way to get the Hihat pedal to go lower when played is by increasing the space between the Hihat cymbals. That too, is up to you and what works the best for your playing.
I tend to have about an inch between my Hihat cymbals so I can get a quick response, but can also have plenty of air between the cymbals and that tends to feel comfortable for my foot board heights.
Try adjusting what you can in either or both foot boards and check out as many pedal designs as you can. That may inspire some more solutions.
