Easy solution, the faster U are about to play, the smaller muscles U should use. In this case, stop playing with the entire legs and focus on the movement of the foot.
Now, this will actually require a whole different approach on your playing, because it has nothing to do with your legs anylonger. Focus on the rebound of the pedal.
U should also focus on not getting the kick beater to far back before starting another downstroke. Think of the movement of the foot as a wavemotion, U start a bit back on the footboard for the first stroke and get the second one with the toes on the end of it, close to the head. Then U start the movement all over again.
Good luck!

you need to treat your playing as if you were working out in the gym lifting waits!!!! here are some of the things i do before i play, or you can develope a good stretching routine. calf muscle stretching is very important your at risk for strain or pulled groin when playing drums! also stretch your quads do that a couple of times a day every day

I have no fix....other than your probly not use to using these muscles and in time you will get stronger and the pain will go.. just keep practicing and don't tear anything.
